0084 Is the Hierarchy agent who controlled the biodrone directly responsible for Sara Tisdale's murder. This biodrone - Christof Lehmann - was a German employee of the Moses Byron Group equipped with a ceramic implant, that wasn't detectable at the time. 0084 has vacated the drone since, but left it alive for unknown reasons. The ex-drone is now housed at Camp Tebbutt Biodrone Internment facility, in Alaska.
After the unplanned murder, the Hierarchy saw its operation severely compromised. 0084's superior 0004 therefor reassigns him to the much less hands-on task of monitoring the Hunters under the supervision of 0020. In Hierarchy terms this would presumably be considered a severe demotion.
